Cosmetics with Banned Substances, CNA Treviso: “Concrete Measures Needed to Support Businesses”

From September 1, 2025, the new European regulation will come into force: a ban on over twenty harmful ingredients, including TPO in UV nail gels

TREVISO – A deadline is approaching that will profoundly change the beauty and wellness sector. Starting September 1, 2025, with the entry into force of Regulation (EU) 2025/877, the use and sale of more than twenty cosmetic substances classified as carcinogenic, mutagenic, or toxic for reproduction (CMR) will be prohibited. Among these is TPO (Trimethylbenzoyl Diphenylphosphine Oxide), a widely used ingredient in UV nail gels.

Businesses will be required to verify the compliance of the products they use, suspend non-compliant orders, properly dispose of remaining stock as special waste, and request written declarations from suppliers to ensure compliance with the new rules.

According to CNA Treviso District, regulatory compliance cannot be left solely to the businesses that use these products. “Manufacturers and sellers must take responsibility for withdrawing non-compliant products,” explained Fabrizio Geromel, Director of CNA Treviso. “But above all, the competent authorities must implement technical and economic measures to support this transition.”

The association warns that micro and small enterprises risk facing costs and complex procedures on their own. “Businesses in the beauty sector are showing attention and willingness to adapt,” Geromel added. “Now institutions must do their part by providing adequate tools to ensure correct implementation of the regulation.”

The European deadline represents a delicate moment that combines public health protection, environmental respect, and continuity of economic activity. CNA Treviso reaffirms its commitment to monitoring the situation, supporting member companies, and promoting dialogue between operators, distributors, and institutions.

“Only through concrete collaboration,” the association concluded, “will it be possible to face this change without penalizing the local production system, while safeguarding both citizens and the environment.”
