PNRR steering committee: approved the proposal for the technical revision of the Plan

Italy confirms its European leadership in implementation

ROME. This afternoon, the meeting of the Steering Committee of the National Recovery and Resilience Plan (PNRR) was held at Palazzo Chigi, convened and chaired by the Minister for European Affairs, the PNRR, and cohesion policies, Tommaso Foti. The meeting was attended by Ministers, competent Undersecretaries, and institutional representatives from ANCI, UPI, and the Conference of Regions and Autonomous Provinces.

During the works, the proposal for the technical revision of the PNRR was approved, aimed at ensuring a more effective implementation. The proposal, fully compliant with the provisions of the EU Regulation on the Recovery and Resilience Facility, will soon be submitted for examination to the European Parliament and Commission.

The update of the Plan takes into account both changes made necessary by new objective circumstances, and formal corrections. The proposed changes will not affect the overall ambition of the PNRR or its financial endowment, but aim to strengthen its feasibility and effectiveness.

Minister Foti illustrated the proposed modifications submitted by the administrations in charge of the interventions and reported on the ongoing discussions with the European Commission, emphasizing the atmosphere of collaboration and the common goal of ensuring the full success of the Plan.

Among the main innovations provided by the technical review, there are the reshaping of railway investments on strategic routes, the enhancement of biogas production plants to promote the circular economy of waste, and the support for sustainable mobility through the spread of low-impact environmental vehicles.

Regarding the financial progress of the PNRR, seven payment requests have already been submitted, with six installments already financed. This has allowed Italy to receive 122 billion euros so far, equal to 63% of the total allocation of the Plan, making it the EU member state that has received the highest amount of resources. With the disbursement of the seventh installment, currently in the final verification phase by the European Commission, Italy will reach 140 billion euros, equal to 72% of the total allocation, achieving about 55% of the planned objectives.

Dialogues with the competent Authorities and the European Commission are ongoing to ensure full and timely implementation of the Plan, also by incorporating the proposed changes discussed in today’s Steering Committee, which will be soon examined by the Parliament.
